CAPT Kevin Louis graduated from the United States Naval Academy in May 2000 with a Bachelor of Science degree in Political Science. Following commissioning, he went directly to graduate school at The George Washington University (GWU) under the Immediate Graduate Education Program (IGEP). In January 2002, CAPT Louis graduated with a Master of Arts degree in Security Policy Studies.
Following completion of the Surface Warfare Officers School Division Officer Course (SWOSDOC), CAPT Louis reported to USS ROOSEVELT (DDG 80) in Mayport, FL, in July 2002. He completed both Division Officer tours on ROOSEVELT as part of the Division Officer Sequencing Plan (DOSP) and served as Fire Control Officer, Electrical Officer and Navigator. During his tour, ROOSEVELT deployed to the Fifth and Sixth Fleets in support of Operations Iraqi Freedom and Enduring Freedom.
In August 2005, CAPT Louis reported to the Office of Naval Intelligence in Suitland, MD, where he performed duties as a Surface Warfare Analyst and Team Leader specifically focused on asymmetrical threats and Small Boat Warfare. Following completion of Department Head School, CAPT Louis served as Weapons Officer and Combat Systems Officer in USS O’KANE (DDG 77) from June 2008 to October 2011. During his combined tours, O’KANE deployed three times to Fifth and Seventh Fleets.
From January 2012 to October 2013, CAPT Louis served as PERS-41 Placement Branch Head and Placement Officer for Pacific Fleet Cruisers, Destroyers, Frigates, CDS staffs and LCS. From December 2013 to July 2015, he served as the Officer-in-Charge (OIC) of the Surface Warfare Schools Command (SWSC) Basic Division Officer Course (BDOC) in San Diego, CA. His next tours were as Executive Officer and Commanding Officer of USS MICHAEL MURPHY (DDG 112) from February 2016 to March 2019, where he deployed three times to the Western Pacific Area of Operations.
Following his Commander Command tour, CAPT Louis served as Executive Assistant to the Commander, Surface and Mine Warfighting Development Center. His Joint Tour was completed as the Branch Chief for Warfighter Requirements and Capabilities Development on the Joint Staff J8 Joint Integrated Air and Missile Defense Organization. His most recent assignment was as Commanding Officer of USS FRANK E. PETERSEN JR. (DDG 121) where he served as the Integrated Air and Missile Defense Commander for the ABRAHAM LINCOLN Carrier Strike Group while deployed to Fifth Fleet in support of Operations Prosperity Guardian and Spartan Shield.
